IL Corn Thanks Illinois Delegation for Supporting Biofuel Demand
By Lyndi Allen • October 15, 2026
IL Corn Growers Association (ICGA) thanks the U.S. Environmental Protection Agency (EPA) for proposing to reallocate 100% of the difference between projected and actual small refinery exemptions for 2025 under the Renewable Fuel Standard (RFS). The proposal aims to account for biofuel blending requirements waived through small refinery exemptions and help maintain demand for corn and other agricultural feedstocks.
ICGA also thanks members of the Illinois congressional delegation who signed the letter in support of the biofuel industry: Representatives Nikki Budzinski, Eric Sorensen, Darin LaHood, Mike Bost, Robin Kelly, Raja Krishnamoorthi, Mary Miller, Jonathan Jackson, and Lauren Underwood. Special thanks to Rep. Budzinski for co-leading the bipartisan effort with Rep. Adrian Smith (R-NE) to urge the administration to uphold its commitments to the Renewable Fuel Standard and provide certainty to farmers and biofuel producers.
EPA announced its proposed reallocation options on October 13th. The agency is considering two approaches to account for the waived 2025 volumes, either distributing them between 2026 and 2027 compliance years or assigning them entirely to 2027. The proposal is open for public comment through December 4th.
IL Corn appreciates the bipartisan efforts of the Illinois legislators who continue to support policies that strengthen the biofuels markets and create opportunities for Illinois corn farmers.
